Mr. Richard S. Carson, Founder and CEO
Mr. Carson focuses on long-term issues involving infrastructure and finances at his namesake firm. With more than 30 years of corporate experience, Mr. Carson has been a visionary in identifying new business areas and developing strategic partnerships.
Mr. Carson is also a local community leader:
- Rotary International representative to the Organization of American States (OAS) for 2008–2009
- Rotary District Governor for 2007–2008
- Chairman of the Montgomery County, Maryland Health Commission
- Trustee on the Washington Suburban Sanitary Commission Pension Plan
- President of the Rotary Club (Bethesda–Chevy Chase, MD)
- A major fundraiser for several local non-profit organizations.
He obtained his Bachelor of Electrical Engineering degree from Cornell University. He is a member of the Industry Advisory Council of the Cornell School of Electrical and Computer Engineering.
Ms. Donna Ruginski, Chief Operating Officer
Ms. Ruginski is responsible for Carson's strategic planning and operational implementation. Major parts of her strategic planning efforts include the successful integration of strategic partners; the identification, development, and improvement of products and services; and the enhancement of marketing techniques. Drawing on more than 20 years of corporate experience, Ms. Ruginski has been successfully involved in all executive areas including management, sales, marketing, engineering, and information technology. Ms. Ruginski earned a master's degree in Computer Science at The Johns Hopkins University Whiting School of Engineering. She graduated Cum Laude from Towson University, earning a bachelor's degree with a double major in mathematics and computer science. TOP
Ms. Diane Reilly, Vice President of Information Technology Services
Ms. Reilly has over 18 years of IT experience in delivering IT services to Government and commercial clients. She also has over 15 years of program management experience managing projects across the IT spectrum, including large and complex systems exceeding $25+ million. She has specialized experience in IT security, risk management, change management, knowledge management, data integration, and IT Capital Planning and Investment Control. For the last four years, Ms. Reilly has managed and directly participated in multiple IT security projects stemming from performing FISMA compliance audits, risk assessments, developing security plans, developing security test and evaluation (ST&E) plans and ST&E testing, and certification and accreditation. Ms. Reilly has a working knowledge of OMB, NIST, and FISMA guidelines. Her hands-on project performance includes application development, legacy system migration and integration, data warehousing, data mining, and network security. She leads a staff of 22 functional and technical IT specialists engaged in information security, enterprise architecture, and e-business consulting projects. As a Carson executive, she effectively directs strategic planning, business development and all direct labor/overhead expenditures within her group. Ms. Reilly holds a bachelor's degree in Management Science and Decision and Information Sciences from the University of Maryland. TOP
Mr. Robert F. Schildwachter, CPA, Chief Financial Officer
Mr. Schildwachter has 20 years of combined experience in public and private accounting. He has focused his career on the government contracting industry, advising numerous firms on issues such as financial management, tax planning, government-contract compliance, management and safeguarding of company assets, financial reporting, governmental regulation audit issues, financial audits, and human resources. At Carson, Mr. Schildwachter is responsible for the accuracy of financial reporting systems, as well as the administration and negotiating of company contracts. He also serves as Carson’s liaison to financial institutions and governmental regulatory agencies. Mr. Schildwachter is a member of the Maryland Association of Certified Public Accountants and sits on its government contracting committee, which he served as chairman for two years. Mr. Schildwachter graduated cum laude from Frostburg State University, earning a bachelor's degree with a double major in accounting and business administration. TOP
